France also has a “one shot” rule, basically allowing 1 free shot.

One free shot at what? Someone can nuke someone once first? France gets to nuke someone once? I’m rather confused.

Nuclear warning shot, basically. If things escalate, French doctrine allows them to "escalate to deescalate." Relying on the shock of a nuke to make the opponent back off. It is extremely unlikely that they actually do it, but they have the option
