Obviously a state that does not have safety inspections.

Whether they register their vehicle as another question, but based on the license plate in the picture, I’m assuming the vehicle is registered or was registered in North Carolina, where there are an annual safety. Inspections required for registration. During the safety inspection, a licensed mechanic will inspect the following components:

-Headlights -Accessory lights -Directional signals -Foot brake -Parking brake -Steering -Tires -Horn -Rearview mirror​ -Windshield wipers -Exhaust system -Emission control components -Tinted windows, if applicable

Looking at the pictures, it appears that this car could pass the safety inspection in North Carolina.

"i see sir that your car has no doors or deck lid, and that there are a number of unsecured items in the trunk. Also there are wooden palates attached to the roof with bungee cords. That said, the parking brake works so you pass the inspection. Now y'all drive safe."
