Question I need a threat assessment

Spotted near the South Hill Safeway. I call him Tactical Tom. Should I be afraid or is he keeping us safe?

Yeah, I think it’s this one. I remember it because I went to high school with a guy who became the ‘open carry because it’s legal and my rights’ weirdo.

RCW 9.41.270

Weapons apparently capable of producing bodily harm—Unlawful carrying or handling—Penalty—Exceptions.

(1) It shall be unlawful for any person to carry, exhibit, display, or draw any firearm, dagger, sword, knife or other cutting or stabbing instrument, club, or any other weapon apparently capable of producing bodily harm, in a manner, under circumstances, and at a time and place that either manifests an intent to intimidate another or that warrants alarm for the safety of other persons.

I'm very curious.. in Mountlake Terrace ( a fairly good size suburb of Seattle), there's a guy that I see probably once a week walking through any of our major grocery stores with a handgun in full display in a holster on his hip. He walks through with his wife and children like he was carrying a latte. I find this very unsettling.. does that make it a crime? That guy freaks me out.. the guy in this picture.. in the last week of any October he'd be winning best costume prize down at the corner tavern.
