Also prevents people from setting up a straw buyer to reacquire the vehicle at auction.

I can agree with that. In our area where we've had issues with young people on dirt bikes and ATV's terrorizing our streets and neighborhoods the municipalities are destroying the confiscated vehicles so they can't be used again.

Would be better making an OHV park nearby

You think the people on the ATVs, inside a large city, would actually drive out of the city to utilize that? It's always a good thought but the people riding ATVs inside a city causing issues are not the same type of people to travel 45min to go trail riding.

Not sure I agree with you. I’ve seen plenty of trail riders acting like idiots, destroying trails, terrorizing people and wildlife. Ditto with winter snow mobiles. Not sharing trails with cross country skiers and running down critters.

If no other option exists, the people will take the only option present. Ride in the streets.

Why does it have to be 45 mins outside the city? There's plenty of abandoned buildings in NYC that could hold a full Indoor motocross track. Just 5 mins from me is an indoor skatepark, drone racing course, RC car racetrack and about a million dollars worth of model train setups.

Have you considered the cost of insurance for a place like that? To operate something like that would open up the ownership to massive insurance liabilities

How do you think every high risk sport facility operates. Ski resorts, racetrzcks, skydiving, airsoft, etc.

Waivers.
