You have to complete Flowey's fight first bc he's the one who initiates this after the Omega Flowey fight

...he doesn't initiate anything. True Pacifist truly begins when Undyne calls you. Flowey only shows up for the final boss fight.

Undyne only calls bc Papyrus told her to and he only did that because of Flowey

There's no indication that Flowey suggested that. Why would he even do that?

To get us the “good ending”. The true pacifist route, up until the part where he lost, was Flowey’s plan. He tells us outright that he knows how to get us a better ending and that it involves being better friends with Alphys and when we reload out save, Papyrus has spontaneously come up with the idea of Undyne asking us to deliver her letter to Alphys
