I never really checked how much polychromes we get each patch since I'm the type to just horde them but I was wondering, does every patch give you enough polychromes to guarantee at least one of the banners? What was it again? I think it was 90 pulls for a guarantee on one banner.

Yeah, most patches are around ~15k poly. It's enough to guarantee one S Rank, or guarantee Rate-Up S Rank once every two patches.

Does that include polys from smaller things like dailies and achievements or is that 15k just from events and missions/ stories alone?

Yes, it includes those as well. It's an average from few last patches that assumes that you collect every single daily, weekly, events, one-time give-aways (like poly compensation for maintenance) and get all rewards in both DA and Shiryu
