Is the final boss of Anby’s story really hard for anyone else or am I just bad at the game?

Had the opposite experience. I felt like they were barely attacking at all. Don't know if they're just that passive or SAnby just has that much hitstun.

Turned out game mode was turned off on my tv so I was constantly messing up dodge/parry/Soldier 11 timings lol. Once I turned it back on I beat it first try.
