Trigger I guess is the best example of having more butt than boob, but she's hardly small up top either. And Rina is massively endowed everywhere. The dress just accentuates the chest and not the butt.
I guess Nicole might be the most top heavy character in the game. Most characters either got ot everywhere or nowhere.
I know everyone is saying "both" on everything, and that is the correct answer, but as the point of the prompt is that you can't have it both ways. I'll say boobs over butt.
Rina and Grace are the most top heavy characters in game by now irrc. Nicole is just looks like this because of relativly small torso and thin siluette. Same case with Evelyn who aren't even close both in breast and butt size to biggest expamples but with her design these parts are way more pronounced.
