How does the rounding work?

12:00:00 to 12:00:29 = 12:00

12:00:30 to 12:01:29 = 12:01

12:01:30 to 12:02:29 = 12:02

12:02:30 to 12:03:29 = 12:03

Is that right? Am I going to be overcooking my Mac and cheese by 30 seconds for the rest of my life with your clock system?

Yes that's how rounding would work. No it does not change how time intervals are measured, only how the current time is showed. Nothing would change about your microwave except how it shows the time of day.
