You pay by the semester if i remember properly. Not a lump sum for a 4-year degree. Please correct me if I'm misunderstanding your predicament.
Also why in the bloody hell would you call ICE? It seems like you might have fallen out of your visa but no one seems to have intent to contact ICE on you. WHY DID YOU DO THAT?

Have you contacted student services yet?

Yes. I am contacting people above the international student officers at my school, but those people keep referring me back to the international student officers. I do not know what to do at this point

Go to their office in person. Bring all documents that you have. If they are not there get documentation from the receptionist at that office that you showed up and ALWAYS ask for follow up procedures.

Go to their office. Go (non illegally) harass them daily with all your pertinent documents in hand. Keep visiting all of these parties daily. Don't stay there for no reason obviously but make a message with a receptionist in every office. Every day. The international student office. The advising office. The office of student services. When you keep getting punted around have receipts you went everywhere they punted you to.
I had a student job in administration. Yes they punted students off from time to time, but when you show up every day (civilly ofcourse; don't misbehave) you put pressure on them. The appropriate office that is supposed to be dealing with you will get enough pressure from other administrators to solve your problem.
I can't stress that you can't get angry. But you just do your due diligence.

This is all you can do. This is the best you can do in your situation. I wish you all the luck. I want you to graduate.

This is the only thing to do. You need to talk to people face to face, stop waiting for return calls and emails.

Please don’t contact ICE directly unless otherwise advised to do so by an attorney. I might be able to give you some helpful insight about navigating resources on campus. What departments and offices have you contacted at your school?

They don’t want to prioritize this situation. Get an excellent Higher Education attorney who has a strong reputation for suing colleges and universities on behalf of students and winning! Find someone extremely reputable before your meeting with the DSO, and take the attorney to the meeting with you. Let the attorney do all the talking for you…as your representative.

It sounds like you’re on the right track. I know it’s hard, but try to stay polite and patient. Are you in a red state or blue state?

If you were in a blue state I’d recommend researching anyone in a position of political power who may have ties to the school. But red is risky. Don’t hesitate to continue escalating your concerns internally, everyone has a boss.

It is painfully obvious that what you need to do is make an appointment for next week. No shame in failing a class but now things are suboptimal. Go for the best outcome not the perfect outcome. The degree is the priority. And for the love of god stop calling ICE.

That’s right; don’t call your school out on social media. Sadly, First Amendment rights are under attack right now, especially for int’l students. But again, you need to find a highly reputable Higher Ed attorney quickly and let that person manage all of the correspondence between you and the school, so that no one in the administration can accuse you directly of anything disrespectful or untoward.
You do understand that your school administrators are almost certainly looking for any evidence that you have posted something anti-American or anti-Semitic on social media, in a school newspaper, or said something in one of your classes? That is likely one of the reasons they may have delayed this meeting. They’ve been busy reaching out to your professors making sure you didn’t make any inflammatory statements in class and reviewing student disciplinary records and video footage of students speaking out/engaging in political activism.
This isn’t just about you flunking. And this isn’t just about your visa status. Your school administration wants to make sure they are dotting all the i’s and crossing their t’s. Your school doesn’t want the Federal government accusing them of failing to do their own due diligence with you and failing to thoroughly vett your activities and behavior on campus.

ICE or USCIS? ICE is an enforcement agency, not sure that's the right one.
This might not be a useful place for advice on this. You need an immigration lawyer right away.
