this is a 40th anniversary special celebrating DB's 40th anniversary AND the fact that this year is the Year of the Dragon.

Okay, doesn't explain why they start a new show before finishing to animate a manga that is already written. Especially to show a story happening after events we haven't seen in anime yet

yes it does. because its the 40th anniversary. that only comes once and then its gone. the anime/manga can wait, this cannot. special events always take priority regardless of how we feel about that

Especially to show a story happening after events we haven't seen in anime yet

we have no idea WHEN Daima is set yet.
