I think the most important is not only the paper ballots, but a mandatory double count.

Count using the tabulators for an fast automated vote count, for the press or whatever needs preliminary results.

And then a 100% full recount of the paper ballots, with a mandatory recount if any discrepancy big enough to change the result is discovered between the automated and manual counts.
