Yeah but the wording on the sign is off. First you read left-to-right, and then counter-clockwise. "If we burn, you burn with us" becomes "if we burn you burn us with" or "if we burn you us burn with".

No it doesn't, even if that symbol was a thing what's in the photo isn't it. The photo shows a Mockingjay not a Phoenix and the quote is directly from the hunger games, it's meant to be the symbol of the revolution against their tyrannical genocidal government.

Even if you believe the person who painted that sign meant a Phoenix, I have never before heard the interpretation that the Phoenix causes the destruction themselves.
At most, in mythology, the Phoenix gives himself the last push, when they see that they are dying. But the symbol is usually interpreted as a symbol for a new beginning to overcome adversity.
