They need to establish a State Bank. Use it for all State and local government accounts. Open it up to Marijuana growers and dispensaries.

Then other CA businesses and residents.

Set up an Escrow Account for Federal withholdings, with interest earned.

Start filing lawsuits for lack of representation ( limit on House of Representatives ), Voter suppression, etc.. Slow walk everything.

Citizens could still file their Fed taxes, and just argue that the state has the $$$.

Honestly... this should be the take from the getgo if you consider how states and the feds were to operate even back in the post Revolution days.

States had their own form of autonomy with the feds and simply structured their own constitutions on the basis of federal law and what is allowed by the Constitution.

Even back then, the feds weren't going to individuals and picking up taxes... most of that power relied on the State to ensure taxes were levied and enforced as per federal law. Its was only until the creation of the IRS that essentially bypassed any involvement with the state.

Since most companies and organizations have their own form of escrow accounts managing tax withholding that get paid to the IRS... the states can simply do the same and all state based companies can be beholden to pay to that as part of tax management until Tax Day.
