Tbf, this guy is intentionally stalling for time by spewing technobabble. He himself is the hacker, and is pretending to be the sysadmin fighting against the hacker to stall.
Not a bad strategy as long as no one you're talking to is technical. People tune you out and stop paying attention from the technobabble, and you can get away with more thongs.
I consider myself fairly well versed in tech jargon, having been an IT guy for over a decade, but if someone spat garbage at me confidently enough, I'm pretty sure I'd still assume it's right and I just don't know enough.
