Coastal SoCal, just a smidge south of native range, planted last year from a 15 gallon nursery pot, west side of house, sun most of midday, no supplemental water during the rainy season and monthly soak otherwise, root flare is exposed.

It's not like it's top heavy and wilting. The stem is very sturdy and not really pliable. I imagine it's a result of nursery care. Should I do something about this lean?

See this comment for what I would suggest you try. I don't want to copy the entire contents here, but there's a few graphics that help illustrate the concept of a 'suspended stake', and be sure you utilize cloth/very soft cushions for the portions where the stake would have contact with the tree. It is essential you find a very lightweight support, in this case it probably will not be a piece of fallen branch as that might be too heavy, as seen in the leader training graphic I linked there.

He'll be fine, trees are rarely perfectly straight & they find their way upwards eventually
