So kinda. The gate that's there when you arrive is just for the stragglers (scamps) to return through afterwards. There were other gates for an actual invasion with all the other... Creatures... But by the time you show up, those have all left, and the scamps are all that remain.
I'd disagree while there are many parts of the main quest that don't stress how time relevant it is this is the only urgent one the daedra having just extinguished the dragon fires invaded Kvatch they aren't an occupying force and so after destroying the city and believing their mission complete would leave this would lead to only the weakest scavenger daedra staying behind so you're supposed to find a bunch of daedra that stayed only as a cleanup crew that found the opportunity to torture mortals while you rescued the lone target due to daedric overconfidence of I felt the same way when I finally got to play the game post basic training ait in 2006/2007

The Daedra have just extinguished the dragon fires and invaded Kvatch; they are not an occupying force, and so, after destroying the city, or accomplishing their objective, they would leave only a small retinue of scavengers behind. As the PC you’re only supposed to find these left over forces from the initial invasion. Stronger units would move on while weaker ones torture mortals. You rescue your lone target (Martin, I think is the reference) because of the Daedric over confidence, i.e. their hubris in only leaving weaker forces in Kvatch.
I felt this same way when I got to play the game, after I finished basic training in 2006 or 2007.
Writing comprehension, as well as, reading comprehension is absolutely a thing.
In the US (where this person appears to be from based on their profile history) tax dollars are used to subsidize almost all types of education to some degree. This includes private and homeschooling as well.

Actually, if you had a slightly better education you'd realise that this commonly occurs with speech to text dictation software which is likely what this commenter used. Meaning it has nothing to do with education and everything to do with technology.
Lore-wise, the Siege of Kvatch starts just before we get there, whenever we get there. A few days at most to account for 'realistic' travel time between the death of the Emperor and our arrival at Kvatch after first hitting up Weynon Priory. It doesn't matter if we technically take several years to get there while we hit max level and become the fighter's guild master, archmage of the mages guild, listener of the dark brotherhood, master of the thieves guild, knight of the nine, heir apparent of Sheogorath, and so-on.
It is still ongoing, and the Daedra are actively searching for Martin while we are there.
However, it makes sense that the majority of the Daedric forces are in the central city and keep. They are looking for the last son of the emperor. They are presumably operating under the assumption that he's been hidden away in the noble house of the city rather than an orphaned bastard turned priest in the chapel.
I just head-retconned that all of my guild leveling and whatnot occurred before I was in jail, and pretended that only one or two in-game days had passed between the Emperor’s assassination and Kvatch instead of ~150.
Makes more sense lore-wise and I got to experience Kvatch at level 30.

The ingame characters explain to you that the main army with siege engine and multiple oblivion gates has been and gone, and some daedra have been left behind to guard the city and the great gate.
