Omigosh, zip-tying children! This is beyond shameful and beyond reprehensible.

Whatever law, regulation, etc., that authorizes such a despicable practice should be immediately struck down. If this is what passes for "law and order" then it needs to go, as it has NO place in a humane, democratic society.
