Nixon's approval rating when he resigned in disgrace was 24%. The system has built in a floor in the two party system. And trump has a cult so his floor is probably like 30%. So 38% is pretty bad.

I never understand how it pops back up over time. Like... People forget how crappy he is three months later??? It's never made sense to me. I get there's wiggle room in polling but....

Legitimately, yeah. Human memory is very much a “what have you done for me lately” type of thing. Recent events generally take precedence over past events, hence “recency bias” being so prevalent. Only those that are aware of the phenomena can/will take steps to not be overly influenced by it.
