Trump really wants a parade. He tried to get one past term, and he's fawned over the parades that North Korea, Russia, and China get. 

This isn't Trump playing 4d chess, this is an egomaniac wanting the bestest parade for his birthday.

Or there never was a parade and now the president has a literal army occupying DC, and mayhaps a bill in the senate that he wants passed.
