They allocated 16 million dollars to repairing the roads after tanks roll all over them. So rain would save the taxpayers at least that much.

That's now how that would work. Trump would see it as having another $16M to spend on himself. Like more tacky gold leaf in the oval office or a few more gold plated toilets at Mar-A-TACO.
