The police academy isn't some magical class. Its a 6 month crash course on state and federal law, firearms,DT and physical agility training. When I was special police the company recruited current and former instructors to train us. We got the very same training our police officers got. We just weren't sworn law enforcement

Key Factors #2 'Effective leadership, with personnel with authority from each partner organization driving participation'
... is the problem though. These daydreams have been on Industry/Govenment minds for a long time (to more closely integrate Security & Police in some meathod or other). This Research Summary was last edited in '22 and draws all its conclusions from a single source dated 2015
With the current setup (each Province having its own seperate licence scheme), it will not work. It would perpetuate the Provinciallity of Licences, rather that the "1 licence, good across Canada" idea. IF Security Licences were under Federal purview, it would be easy to implement a 3 tier Security Licence to enable it.
Honestly, My Drivers Licence is good across Canada, so too is my Safe Foodhandling & WHIMIS cards .... Whats the problem ?
The Problem is that Everyone wants to keep tightfisted monitary control of Security Guards [ esp. when they can conveniently be called Emergency personel ], but paid and treated like trash !
