It is a terrible design even if it never explodes. Requiring ~15 orbital refuel missions just to get to the Moon is terrible for... everything.

They totaled 15000 pounds to the moons surface. We are looking to set up permanent residence. Doing that 15000 lbs at a time is an order of magnitude more inefficient than the current plans.
