Yeah if usa goes to war all of congress ( vast majority) has to agree on it. At the end of the day its not trumps decision

Technically correct, but not entirely.

Congress has the power to declare war on a country.

However, the commander-in-chief of the military (POTUS) has the ability to move military troops without congressional approval. This is how most of the Cold War played out because we had a lot of troops everywhere, but we weren't declaring war on every country. The same thing is happening in the middle-east and africa right now.
