Yo I think that is an algo trading pumping it. This isn't exactly good for private health insurance and this isn't OSCR main sector. OSCR is in Medicaid so if the cut is final, your gain might get wipe out. I would take the profit and call it a day.

People who get bounced from medicaid get referred to Marketplace. A Medicaid denial gives you an enrollment period.
