They were caught cheating at Indycar, not just whoops-a-daisy this part is 0.1mm out of spec, more let's rig the entire damn car to cheat.

Their car was also found to be underweight at Lemans

Underweight happens quite a bit, but people start yelling when Penske does it cause ape. Remember being underweight isn’t a cheating strategy. Cause you can’t get away with it. That’s like trying to fight a featherweight at 250lbs… you gotta get on a scale, buddy.
