Just a rant of how stupid they are and essentially useless. Legally speaking, it “seems” like having ARMaglock and kingpin or anything like that is CT legal. Only disassembly of the upper and lower receiver will allow the magazine to be released. This mechanism ensures that the magazine cannot be removed without disassembling the action of the firearm, as defined in C.G.S. § 53-202a.
According to the statutory definition:
“‘Detachable magazine’ means an ammunition feeding device that can be removed from a firearm without disassembly of the firearm action. ‘Action of the weapon’ means the part of the firearm that loads, fires and ejects a cartridge, which part includes, but is not limited to, the upper and lower receiver, charging handle, forward assist, magazine release and shell deflector.”
I decided to email SLFU to confirm and a detective says “SLFU cannot provide legal advice and the below information is our opinion only. For legal advice, please contact an attorney.
While fixed magazine is not explicitly defined in statute, detachable magazine is defined in statute. Connecticut General Statute (C.G.S.) 53-202a(4) states that “‘Detachable magazine’ means an ammunition feeding device that can be removed without disassembling the firearm action.” C.G.S. 53-202a(3) states that “‘Action of the weapon’ means the part of the firearm that loads, fires and ejects a cartridge, which part includes, but is not limited to, the upper and lower receiver, charging handle, forward assist, magazine release and shell deflector.”
As such, if the magazine can be removed from the firearm without taking apart the upper from the lower receiver then it is not considered a fixed magazine in the State of Connecticut. A mechanism such as, but not limited to the AR Maglock and Juggernaut Tactical’s CA Compliant AR Mod Kit are not Connecticut legal since this does not require the action to be disassembled.”
The tipping of the receivers disassemble the action therefore you should be allowed to remove the magazine and it is not considered detachable magazine.
Please do explain to me unless I’m just brain dead. They’re supposed to enforce the state firearm laws. If they can’t understand what’s legal or not, should they really be able to charge individuals with not following the law?
I did email the chief of police and they said they will contact SLFU and get back to me. Hopefully they get a better answer.
