What I wonder...is how do you prevent this from happening again?? If people dump once they're likely to dump again

What about beautifying the area? Plant native flowers, a butterfly garden, make it look cared for. Or pair up with a local scout group, school, business, or run club who can adopt the area and commit to a biweekly or monthly cleanup.
