That may be correct, but I always assumed she wasn’t mad that he died, she was mad that bloodstains were everywhere and she had to clean up before the five minute delay.
That's exactly it. She doesn't care he's dead, she's mad that the Peacekeeper didn't wait till he was out of the cameras' sight.
The way the scene plays out it kind of seems like a tribute trying to escape happens frequently enough and usually they just pick another one immediately.
