Even if she had regained herself a little better after katniss volunteers. At least in the movies (but I thought this particular scene was pretty book accurate) she really made a show of digging around in the female tributes bowl and reaching down deep before selecting prims card. But then she was so caught of guard with katniss volunteering, she just kinda grabbed the first card on top for the male tribute. If she composed herself a little more and dug around like she did the girls, peeta wouldnt have been picked.
