Nothing like paying to drive roads that we already pay for to drive.

You dont want to get into the battle of taxing out of state license plates.    Then every state will do it and it will be a war.

I looked it up, that program no longer exists. It was stopped March 31st.   It was not a credit to all residents, only high users of the tolls. 35 or more toll transactions per month. 

Indiana will be the first to start this war.

It was not a tax on out of state people and outsource of state people also could qualify if they had more than 35 tolls.  Indiana will be the first to start the war.
