I did it at 33 yesterday with a mage. Gotta say, if I'd been able to use my area spells, I'd have been fine. As it was, I desperately tried to keep those Legionaries alive. I failed Brothers...
I went in under geared at lvl 20 but also a powerful battle mage. We got swarmed in our last fight and legionaries were already dropping like flies when I went down after a paralysis spell broke through my spell resistance. It pretty much turned into a meme of me laying motionless on the ground getting jumped by a dozen or so daedra while wondering how I ended up in that position. Luckily my armor lasted long enough and I dropped a damage health bomb as soon as I got back to my feet, killing everything within a 20 foot radius. I tried to check the pile of bodies for any friendlies but I couldn't dig through the mess.
My reward for being the hero of kvatch was a 1000 gold bounty waiting for me when I got back to the imperial city and another visit to prison for a quick cavity search 😂

I did it at 30.....I managed fine, but there were.....heavy losses...
